Our Team
John F. Armstrong, III
Owner & President
Mr. Armstrong is a seasoned executive in the insurance and F&I products industry. He has been a licensed property & casualty insurance producer since 1986. He is currently licensed as such in all 50 states. Along with a 50/50 partner, Mr. Armstrong established and has successfully operated D&P as a property & casualty insurance agency and managing general agency since 1993. In 2016 Mr. Armstrong became the 100% owner of the business. Approximately ten years ago, Mr. Armstrong expanded the operations of D&P to pursue licensure and registration as a vehicle service contract obligor and vehicle protection product warrantor in all states where such is required. While overseeing the operation generally, Mr. Armstrong will primarily focus on the company’s finance operations, client and product development, marketing, and sale of Auto Trac System’s programs. Mr. Armstrong is also active in industry-related associations and councils. Mr. Armstrong received his Bachelor of Political Science from the University of Central Missouri.
James Portell
Product Manager
Mr. Portell has been active in the F&I product industry for over 20 years. Mr. Portell will continue in his capacity as Product Manager with Auto Trac System, as well as D&P Holdings, Inc. Before joining D&P Holdings, Inc. in 2009, he was Vice President of Operations for a competing company where he was in charge of marketing operations as a third-party administrator of F&I products offered in connection with the sale of such products by automobile, boat, and recreational vehicle dealerships. Mr. Portell has a strong background in developing and maintaining independent broker relationships to market Auto Trac System’s products. Before this, Mr. Portell served as Vice President of Operations for Reinsurance Associates, Inc., for ten years. He received a Bachelor of Science in Business Administration, Marketing, and Management from Missouri Southern State University.
Jay Mayhall
Claims Manager
Mr. Mayhall joined D&P Holdings, Inc. in 1995 and has been claims manager for the past twenty years. Mr. Mayhall is a Texas-licensed P&C agent and adjuster. His daily duties include adjusting and reviewing claims and communicating with customers, lenders, and auto dealers. Mr. Mayhall received a Bachelor of Science in Marketing from Southern Illinois University.
Tara Kinsella
Regulatory Compliance & Filings Analyst
Ms. Kinsella has been with D&P Holdings, Inc for ten years. In her capacity as the company’s regulatory compliance and filings analyst, Ms. Kinsella manages and maintains the company’s licenses and renewals throughout the country. She also is the primary point of contact for regulatory inquiries and consumer service matters. Ms. Kinsella has a Bachelor of Communications degree from Webster University.
